Press statement on the proposal for direct trade with northern Cyprus
Immediately after the rejection of the Annan Plan by the Greek Cypriots, the institutions of the European Union reiterated their determination to ensure that the people of Cyprus would soon achieve their shared destiny as citizens of a united Cyprus in the European Union, to put an end to the isolation of the Turkish Cypriots and to facilitate the reunification of the Island by encouraging the economic development of that community. In this context the European Commission put forward a package of development aid and trade measures for the northern part of Cyprus, with a particular emphasis on the economic integration of the island and on improving contacts between the two communities and with the EU.
The most important of these proposals were a legal instrument to encourage the economic development of the Turkish Cypriot community (aid regulation) and a draft regulation on special conditions for trade with North Cyprus (direct trade regulation). The aid regulation, with a financial support of € 259 Mio is being implemented since the beginning of 2006. The direct trade regulation is still under consideration by the European Council.

This regulation to facilitate direct trade between the northern part of Cyprus and the European Union has now, according to the procedures of the Lisbon Treaty, been brought again to the attention of the European Parliament.
The President of the S&D Group in the European Parliament, Martin Schulz, today reiterated his Group's support for the adoption of this direct trade regulation. Schulz stressed that ''the S&D Group believes that with the adoption of the Direct Trade Regulation the European Union will not only contribute to the improvement of the Turkish Cypriot economy’s competitiveness, but will also facilitate the settlement of the Cyprus problem by bridging the gap between the two economies of the island and the inclusion of the Turkish Cypriot economy into the European internal market. Our Group will support the early adoption of the Regulation in the EP to be sent to the EU Council as a clear expression of our support for the efforts of the leaders of the two communities to find a solution to the Cyprus problem. Subject: Press statement of the S&D Group on the proposal for direct trade with northern Cyprus

Dear Martin,

It has just come to our attention that you reiterated today our Group's support for the adoption of the direct trade regulation.

We express our deep disappointment, concern and absolute opposition for the above press statement, for three reasons:

1) We believe strongly that the proposed regulation, if adopted, will have serious political and legal repercussions, which will affect the Republic of Cyprus and jeopardise the ongoing negotiations, by prejudging not only their outcome, but also the nature of the solution of the Cyprus problem.
2) As usual, we were not informed about this press release, which was not even forwarded to us and we believe that the S&D Group should take into account our sensitivities on this matter of vital importance for our country.
3) Please bear in mind that the Republic of Cyprus has repeatedly voiced its disagreement to this proposal, for legal and political reasons.

We therefore kindly ask you to proceed to a corrective press statement, outlining mainly:
a) the fact that Cyprus has already accepted and implemented, since the beginning of 2006, the aid regulation with a financial support of €259 Mio in order to encourage the economic development and integration of the Turkish Cypriot Community, the reunification of Cyprus, and improved contacts between the two Communities within the EU and
b) that Turkey as a candidate country for accession must fulfil all its obligations towards the EU, by ratifying and implementing Protocol 10 of the Treaty of Accession, thus contributing to the ongoing negotiations.

We remain at your disposal for further clarification, looking forward to your corrective statement.

Press Statement on Cyprus

The S&D group in the European Parliament has always had a clear position on Cyprus: We want to find a solution to the situation in Cyprus as soon as possible and expect all parties to do their bit.
In this sense, we have always supported financial assistance to the Turkish speaking population and direct trade in order to strengthen the inner-Cypriote integration. However, it is evident, that in parallel the Ankara Protocol must be fully implemented. Turkey must recognize the Republic of Cyprus as it recognizes every other EU-member state.
The S&D group continues to stand up for this clear position. To ensure stability in the region, the rapid and simultaneous implementation of this strategy is essential.

Α Ν Α Κ Ο Ι Ν Ω Θ Ε Ν Τ Υ Π Ο Υ

Γραπτή Δήλωση των δύο Κυπρίων Ευρωβουλευτών (Σ&Δ)

Σε κοινή ανακοίνωση τους, οι δύο Κύπριοι Ευρωβουλευτές, Κούλλης Μαυρονικόλας ΕΔΕΚ και Αντιγόνη Παπαδοπούλου ΔΗΚΟ, εξέφρασαν την πλήρη διαφωνία τους με το δελτίο τύπου της Ομάδας Προοδευτικής Συμμαχίας των Σοσιαλιστών και Δημοκρατών σχετικά με το απευθείας εμπόριο με τα κατεχόμενα (6/4/2010), υπογραμμίζοντας ότι:

1. Εάν το απευθείας εμπόριο γίνει αποδεκτό, θα έχει αρνητικότατες πολιτικές και νομικές επιπτώσεις που θα επηρεάσουν την Κυπριακή Δημοκρατία και θα οδηγήσουν σε αυτονόμηση και αναβάθμιση του κατοχικού ψευδοκράτους. Επιπλέον, γίνεται κατανοητό ότι μια τέτοια εξέλιξη θα προκαλέσει δυσάρεστες επιπτώσεις και στην προσπάθεια επίλυσης του Κυπριακού αλλά και στη μορφή της επιδιωκόμενης λύσης.

2. Η τακτική μη ενημέρωσής τους από την πολιτική ομάδα των Σοσιαλιστών και των Δημοκρατών στην Ευρωβουλή, τους βρίσκει κάθετα αντίθετους, δεδομένου μάλιστα ότι πρόκειται για ζήτημα εθνικών ζωτικών συμφερόντων και η γνώμη των Κυπρίων ευρωβουλευτών πρέπει να είναι βαρύνουσα.

3. Η Κυπριακή Δημοκρατία έχει επανειλημμένα τονίσει την αντίθεση της στο συγκεκριμένο Κανονισμό, ενώ ανάλογη άποψη διατύπωσε και η Νομική Υπηρεσία του Συμβουλίου, η οποία θεωρεί ότι το απευθείας εμπόριο αντίκειται στο Διεθνές Δίκαιο.

Οι δύο Κύπριοι Ευρωβουλευτές δηλώνουν ότι η επεξηγηματική δήλωση (8/4/2010) που ακολούθησε τη δική τους διαμαρτυρία (7/4/2010) δεν είναι ικανοποιητική, γιατί συντηρεί την πρόθεση της πολιτικής ομάδας για πλήρη και ταχεία έγκριση του Κανονισμού από όλα τα μέλη της.

Τονίζουν επίσης εμφαντικά ότι χρειάζεται άμεσα, πλήρης συντονισμός της επίσημης κυβερνητικής πλευράς, των εμπλεκομένων υπουργείων καθώς επίσης και της Βουλής των Αντιπροσώπων για κοινή δράση πρόληψης και καταστολής αρνητικών επιπτώσεων.

Τονίζουν, πως κανένας δεν μπορεί να σηκώσει το βάρος αποτροπής του απευθείας εμπορίου μόνος του, αλλά απαιτείται συλλογική δράση.
